Hiring foreign workers in Italy: a guide for employers

Last reviewed:

In short

An Italian employer hiring a non-EU worker from abroad applies for a work authorisation at the local immigration office, either through the annual quota system — 165,850 entries for 2027, with pre-filing from 23 October 2026, 9:00 — or, for highly qualified roles, through the quota-free EU Blue Card. The employer must demonstrate financial capacity, contribution compliance and a contract matching the applicable collective agreement.

For an employer this is a calendar problem

The standard route — the Decreto Flussi — works on quotas and a single submission day. Applications are pre-filled during a window of a few weeks and all submitted at the same moment, in competition with every other Italian company. An employer arriving at the window without a complete file does not recover.

There is a second route many small and medium companies never consider. For highly qualified roles the EU Blue Card operates outside the quota system and does not depend on the submission day. The first question is therefore not which documents are needed, but which of the two channels applies to the role you are filling.

What the employer must demonstrate

The review is substantive, not formal. It examines whether the company can actually sustain the employment relationship.

  • Financial capacity, evidenced by the latest approved accounts, tax return or bank documentation.
  • A valid contribution compliance certificate (DURC), which must stay valid throughout the review, not only at filing.
  • A contract offer with pay, hours and duties matching the applicable national collective agreement. Terms below the minimum lead to refusal.
  • Accommodation for the worker, guaranteed through the residence contract, together with an undertaking to cover return travel costs.
  • SPID or CIE digital identity for the legal representative and a registered PEC certified email address, required to access the government portal.

The technical detail that decides the outcome

Only applications completed and saved in the "ready to send" state by the close of pre-filing can be transmitted on the submission day. An application that was started but not completed does not take part, there is no recovery procedure, and the technical reopening from 9 to 13 December 2026 only allows completing applications already set up.

The problems that exclude a company from the process are almost always trivial — an expired digital identity for the legal representative, an unregistered certified email address, a job classification not matching the collective agreement — and all of them are solvable if addressed in time. This is where the work is.

Two compliance duties introduced in 2026

Legislative Decree 83/2026 added obligations that are easy to miss because neither involves a visit to an office.

First, the employer must promptly inform the foreign worker of every communication received regarding the progress of the work authorisation. Second, the renewal lead time for residence permits moved from sixty to 90 days, which means any internal expiry tracker built before May 2026 is now generating systematic delays across the whole workforce.

Employing a worker without a valid residence permit exposes the company to significant penalties, including criminal ones. Monitoring expiry dates and documenting the checks performed is not administrative housekeeping — it is risk management.

Frequently asked questions

How many work permits are available for 2027?
165,850 entries in total: 76,200 entries for non-seasonal employment, of which 14,000 entries reserved for domestic and care work; 89,000 entries for seasonal agricultural and tourism work; and 650 entries for self-employment. The three-year 2026-2028 programme provides for 497,550 entries.
Can we hire outside the quota system?
Yes, for highly qualified roles. The EU Blue Card requires higher education at tertiary level of at least 3 years or, for ICT managers and specialists, 3 years within the previous 7, a contract of at least 6 months and a gross annual salary of no less than €36,278.51. There are also dedicated routes for intra-corporate transfers and researchers.
How long from submission day to the worker starting?
Normally several months. The timeline adds up the immigration office review, the consulate issuing the visa and the worker's travel. None of these is within the employer's or the adviser's control, which is why hiring plans need roughly a year of lead time.
Do you work with HR departments and employment consultants?
Yes, it is a significant part of our work. We handle the immigration component for a firm's clients, leaving job classification, payroll and employment law compliance with the firm. There is no overlap of responsibilities.
