Italy work visa: quotas, routes and what actually determines the timeline

Last reviewed:

In short

An Italy work visa cannot be applied for directly: the procedure starts in Italy, where the employer obtains a work authorisation from the immigration office. Only then can the worker apply for the visa. The standard route runs on annual quotas — 165,850 entries for 2027 — with pre-filing from 23 October 2026, 9:00 to 7 December 2026, 20:00 and fixed submission days. The EU Blue Card route for highly qualified workers has no quota.

The procedure starts in Italy, not at the consulate

This is the single most common misunderstanding. You cannot walk into an Italian consulate and apply for a work visa. The procedure begins in Italy: an Italian employer applies to the Sportello Unico per l'Immigrazione — the single immigration desk at the local prefecture — for a work authorisation known as nulla osta.

Only once that authorisation is issued can you apply for the visa at the Italian consulate in your country of residence. After entering Italy you sign a residence contract with the employer and apply for the residence permit within 8 working days.

The practical consequence: searching for an Italy work visa without an Italian employer willing to start the process leads nowhere. The employer is not a formality in this procedure — they are the applicant.

Route one: the quota system

The standard route for non-EU workers living abroad runs through the annual Decreto Flussi. The Italian government sets quotas by category, employers pre-fill applications during a defined window, and all applications are submitted on a single day. Allocation follows order of arrival.

For 2027 the total is 165,850 entries, split into 76,200 entries for non-seasonal employment — of which 14,000 entries reserved for domestic and care work — 89,000 entries for seasonal agricultural and tourism work, and 650 entries for self-employment.

  • Pre-filing window: 23 October 2026, 9:00 to 7 December 2026, 20:00.
  • Technical reopening to complete and save applications already started: from 9 to 13 December 2026.
  • Submission day, seasonal agricultural work: 12 January 2027, 9:00.
  • Submission day, seasonal tourism and hospitality: 9 February 2027, 9:00.
  • Submission day, non-seasonal employment: 16 February 2027, 9:00.
  • Submission day, domestic and care work: 18 February 2027, 9:00.
  • Final deadline if quota remains: 31 December 2027.

Route two: the EU Blue Card, with no quota

For highly qualified workers the EU Blue Card sits outside the quota system entirely. There is no window to wait for and no submission day: the application is filed when the position needs filling.

It requires higher education at tertiary level of at least 3 years, or — for ICT managers and specialists in ISCO-08 groups 133 and 25 — 3 years within the previous 7 instead of a degree. The contract must run for at least 6 months and the gross annual salary must be no lower than €36,278.51.

The salary threshold is indexed to an ISTAT figure that is revised periodically. The applicable value is the one in force on the date the application is filed, so it needs checking before any offer is made to the candidate rather than once a year.

For many qualified roles this is the better route by a wide margin, and it is the one companies most often overlook.

How long it actually takes

Several months, as a rule, because the timeline is the sum of three stages outside anyone's control: the immigration office reviewing the authorisation, the consulate issuing the visa, and the worker travelling.

The 2026 reform brought one improvement worth knowing: for the single work and residence permit, the law now sets a 30 days deadline for issue, down from the general 90 days. The deadline runs from a complete application, though, so a poorly assembled file cancels out the benefit.

The planning implication is simple. A company that needs staff in spring has to start in the preceding autumn.

Frequently asked questions

Can I apply for an Italy work visa without a job offer?
No. The procedure requires an Italian employer to apply for a work authorisation before you can request the visa. There is no general-purpose work visa for Italy that allows you to arrive and then look for employment.
What are the 2027 submission dates?
Pre-filing runs from 23 October 2026, 9:00 to 7 December 2026, 20:00, with a technical reopening from 9 to 13 December 2026 to complete applications already started. Submission days are 12 January 2027, 9:00 for seasonal agricultural work, 9 February 2027, 9:00 for seasonal tourism, 16 February 2027, 9:00 for non-seasonal employment and 18 February 2027, 9:00 for domestic and care work.
Is there a work visa for Italy that does not depend on quotas?
Yes, the EU Blue Card for highly qualified workers. It requires higher education at tertiary level of at least 3 years or, for ICT managers and specialists, 3 years within the previous 7, a contract of at least 6 months and a gross annual salary of no less than €36,278.51. There are also specific routes for researchers and intra-corporate transfers.
Can I change employer once I am in Italy?
Yes. Legislative Decree 83/2026 made this explicit for holders of the single work and residence permit: allowed, with notice to the authorities. The new position must fall within the same category of stay.
